The USPTO ISAC (Infrastructure Snippets as Code) initiative was launched to streamline IT service automation, improve interoperability, and enhance customer experiences across the agency’s infrastructure. ISAC leverages Power Platform, Azure Logic Apps, and Dataverse to create low-code, API-driven service integrations that optimize IT processes.

As part of the ISAC initiative, USPTO identified Azure Virtual Desktop (AVD) management as an area where automation could significantly reduce manual workload and support overhead. The goal was to develop an intelligent chatbots that could provide self-service IT support, reducing reliance on human-assisted service desks and ensuring real-time, efficient management of AVD resources.

Context

Argonne National Laboratory (ANL), a multidisciplinary research center under the Department of Energy (DOE), sought to modernize its aging, custom-built Identity and Access Management (IAM) system. Built on End-of-Life technologies, Visual Basic 6, the legacy system was no longer sustainable, creating significant operational risks, inefficiencies, and security vulnerabilities. These limitations hampered ANL’s ability to meet modernization goals, align with Zero Trust Architecture (ZTA) mandates, compliance requirements, and adopt DOE’s Cloud Smart Initiatives.

Challenge

Although ANL’s IT staff recognized the critical need to replace the outdated IAM system, they required an independent assessment to demonstrate the urgency and secure buy-in from key stakeholders. The legacy system relied on fragmented workflows, manual processes, and hardcoded policies, increasing compliance risks and security vulnerabilities. ANL needed a comprehensive analysis, a clear evaluation of potential solutions, and effective communication tools to prioritize investment in a solution with modern IAM and Identity Governance and Administration (IGA) capabilities.

Solution

greenthreads delivered a complete assessment within the required three-month window, culminating in a presentation to the ANL CIO and other stakeholders to support strategic decision-making. The assessment included:

  • Current System Analysis: Identified existing capabilities, risks, inefficiencies, and gaps. Using stakeholder interviews and documentation, greenthreads developed detailed “as-is” architecture diagrams to map the legacy system’s workflows, integrations, and challenges.
  • Requirements Refinement: Defined functional and non-functional requirements aligned with ZTA principles, DOE security and compliance mandates, and industry best practices.
  • Product Evaluations: Conducted an objective assessment of 20 IAM and IGA vendor product suites, evaluating criteria including: vendor health, FedRAMP compliance, technical capabilities aligning with ANL’s requirements for IAM and IGA, pricing, and support services. After vendor demos, greenthreads provided a shortlist of three recommendationed products alternatives having the best balance of capabilities and cost.
  • Roadmap Development: Delivered a phased migration plan, including “to-be” architecture diagrams to visualize the future state. The roadmap emphasized automation, policy-driven workflows, and a Universal Directory to unify identity data management.

Context

In response to the Office of Management and Budget memorandum M-22-09 for advancing Zero Trust Architecture, the USPTO initiated the Identity Credential and Access Management – IDentity as a Service (ICAM-IDaaS) project to enhance cybersecurity posture. USPTO was tasked with assessing phishing-resistant multi-factor authentication (MFA) options and replacing its RSA-based MFA solution to meet federal mandates.

Challenge

USPTO needed a comprehensive implementation of phishing-resistant MFA options to support secure, hardware token-based authentication to replace RSA tokens and address privileged access compliance. The solution had to integrate seamlessly with the existing Okta Identity and Access Management (IAM) platform, supporting integration with existing infrastructure devices and components and align with the Zero Trust strategy.
 

Validated architecture and provided a comprehensive roadmap in order to secure USPTO stakeholder approval for the proposed future-state phishing-resistant technology

Solution

greenthreads conducted a market analysis of Yubico’s YubiKey solution and evaluated multiple vendors supporting FIDO standards, and open-source products supporting RADIUS protocols for integration with YubiKey and Okta. The team designed and implemented the functionality of YubiKey Authenticator within the Okta IAM environment, working with the vendors to address technical constraints.

 
The team provided USPTO with the supporting architecture, detailing the technology stack for the full deployment of YubiKey. Based on the successful implementation, USPTO expanded the scope of the project for migration.

Context

The Department of Veterans Affairs (VA) is dedicated to transforming its user-facing digital tools to rival the private sector’s best experiences. As part of this initiative, VA overhauled VA.gov to create a veteran-centered platform and improve overall accessibility and usability. A cornerstone of this effort was the development of an integrated and seamless authentication experience to simplify access to services while enhancing security.

Challenge

The existing sign-in process for VA services was fragmented, requiring veterans to navigate multiple pathways and re-authenticate across different applications. To address these challenges, VA needed a solution that:

  1. Supports Single Sign-On (SSO) and Single Logout (SLO) across VA.gov, eBenefits, MyHealtheVet, and the new Oracle Cerner electronic health record (EHR) system;
  2. Includes Login.gov as a sign-in partner alongside ID.me;
  3. Supports policy-based access for both identity-verified and non-identity-verified users; and
  4. Enhances security for legacy credential options.

Expanded SSO coverage to include VA.gov, eBenefits, MyHeatheVet, the Oracle Cerner EHR system, and over 50 additional VA applications.

Solution

greenthreads expanded VA’s federated authentication service by implementing a “broker” model that supports a unified SSO session across all consumers using standards-based integrations such as SAML and OIDC. This approach ensured that VA.gov could seamlessly initiate authentication requests while maintaining interoperability with multiple sign-in partners, including Login.gov and ID.me.

Our team advocated for and ultimately delivered a fully standards-based solution (leveraging modern authentication patterns). The enhanced federated SSO solution enabled VA.gov users to initiate authentication directly or transparently join an existing SSO session. Additionally, policy-based authorization rules were introduced to control access to content based on user assurance levels, ensuring appropriate permissions for identity-proofed accounts. The SLO functionality provided seamless logout across VA’s SSO and associated login partners.

  • Expanded SSO coverage to include VA.gov, eBenefits, MyHealtheVet, the Oracle Cerner EHR system, and over 50 additional VA applications.
  • Delivered a secure solution based on standards, preventing accumulation of technical debt and ensuring long-term maintainability.

Context

Veterans historically faced a fragmented and confusing sign-in process with multiple credential options, leading to poor user experiences, increased security risks, and high licensing costs. To address these challenges, the VA embarked on a modernization effort, a Secure Sign-in Transition, to help Veterans transition to Login.gov and ID.me as secure, unified sign-in options.

Challenge

VA needed a solution to track the migration of 1.3 million veterans using legacy credentials to modern ones while navigating a complex data environment. Veteran data was dispersed across multiple systems, each managed by distinct departments. Historically, no unified view of sign-in data existed, making it difficult for leadership to monitor migration progress or evaluate outreach effectiveness.

Solution

greenthreads developed a groundbreaking dashboard using Domo, a cloud-based business intelligence tool, to provide VA stakeholders with their first-ever comprehensive view of sign-in data across multiple systems. Automated data flows ensured accurate and integrated reporting. The dashboard showcased trends related to credential adoption and usage, providing actionable insights related to veteran transitions from legacy credentials to Login.gov and ID.me. To enhance decision-making, greenthreads made the aggregated dataset available for downstream consumers in VA programs Office of Connected Care and MyHealtheVet. This enabled region-based reporting and enabled targeted support of veterans.

While data analytics played a critical role in informing decisions, greenthreads understood that each data point represented a veteran with unique challenges. The team supported in-person events to assist veterans struggling with in-person proofing or multi-factor authentication (MFA) requirements. By offering personalized, hands-on assistance, the team not only ensured veterans successfully transitioned to the new system but also created a space where they felt supported and understood during what could otherwise be a stressful process.

Context

The Department of Veterans Affairs (VA) launched a multi-year initiative to modernize its network infrastructure and consolidate datacenters as part of its Cloud Smart strategy. This transformation supports one of the largest cloud migration for VA that included over 1000 integrated partners and 18M workforce users, veterans and their caregivers.

Challenge

VA selected its Identity and Access Management (IAM) services—a complex, mission-critical, bedrock system of systems—as one of the initial candidates for migration from a third-party datacenter to the secure VA Enterprise Cloud (Microsoft Azure Govcloud). The project required maintaining high availability and functionality during the transition.

greenthreads developed the target architecture based on Microsoft Azure Govcloud (MAG) Infrastructure as a Service (IaaS) design, incorporating High Availability (HA) deployment to meet uptime requirements of 99.99%.
